The word Deuteronomy literally means 'second law' coming from the Greek words nomos (law) and deutero (second).
Deuteronomy is quoted more by Jesus in New Testament than any other Book.
Isaiah is quoted more times in the N.T. than any other book.

Poor? or, No Poor?
4 Save when there shall be no poor among you; for the Lord shall greatly bless thee in the land which the Lord thy God giveth thee for an inheritance to possess it:
Further down we have............
11 For
the poor shall never cease out of the land: therefore I command thee,
saying, Thou shalt open thine hand wide unto thy brother, to thy poor,
and to thy needy, in thy land.
Was reading this and it caused me to pause and do more digging
Whenever you come across anything in the Bible that at first appears to be contradictive, STOP! And do some digging because "X" marks the spot for treasures.
So which is it? There will be no poor? or there will be poor?
First read the context and you will see that it is a conditional promise (If you do this....I will do that) .
5 Only if thou carefully hearken unto the voice of the Lord thy God, to observe to do all these commandments which I command thee this day.
God already knew that they were not going to keep their end of the deal, so that is why he says in verse 11 that the poor shall never cease out of the land.
Also important to note the last half of verse 11.
"...therefore I command thee,
saying, Thou shalt open thine hand wide unto thy brother, to thy poor,
and to thy needy, in thy land."
If they did that there would be no poor or needy. Kind of makes my mind fast forward to early church in
Acts 4:34-35
34 Neither
was there any among them that lacked: for as many as were possessors of
lands or houses sold them, and brought the prices of the things that
were sold,35 And laid them down at the apostles' feet: and distribution was made unto every man according as he had need.

Following the Law does not get you to heaven.

5 So Moses the servant of the Lord died there in the land of Moab, according to the word of the Lord.
Moses (a representation of the Law)
The Law may help you get close to the promise land, but it is Joshua that leads you into the promise Land.
Following the Law may get you in the right direction and lead you to where the Promised Land is in sight, but it is only through following Joshua (Yeshua/Jesus) that you will ever make it into the Promised Land (Heaven).
John 14:6 Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me.
