Some people try to push a 2 Isaiah’s theory for several reasons, one of them being the different styles of writings . That theory is incorrect.

That I really came to understand this better, Now whenever I go through a passage like this, or listen/watch a lesson that relates to this my mind is redirected to how great it must have been for them to realize that God named this guy by name and had Isaiah pen it down (inspired by the Holy Spirit) around 150 years before Cyprus was even born. [Time-frame: Read Ezra Chapter 1]
God predicted, and used King Cyprus for the Jews’ release from Babylonian captivity
responsible for the rebuilding of Jerusalem and the reconstruction of the temple.
God used King Cyprus even though King Cyprus did not know God.

I see that theme throughout the scriptures from Genesis to Revelation on how God often uses those that don't even know Him to accomplish His work (Even if in most cases it was to bring judgment).

The word translated “evil” here is from the Hebrew word "ra" that means “adversity, affliction, calamity, distress, misery.”
Also it is vital to look at the context of this passage, here the nation i is on the verge of being taken into captivity, which would be a calamity for them, allowed and ordained by God as a punishment

And the nations will know that the house of Israel went into exile on account of their iniquity, because they dealt unfaithfully with Me. Therefore, I hid My face from them and handed them over to their enemies, so that they all fell by the sword.
It would be good when viewing this passage to revisit Job and see how satan mentions the hedge of protection that God had placed around Job.
